This bus is made by the factory SVARZ in Moscow, which made Ikaruses 260 from old Ikaruses 280. Every 280, which left SVARZ without the trailer, became Ikarus 260.37.
In 90s there were problems with the 12-meters buses in Moscow: LiAZ 677 were not produced, the early LiAZ-5256 had problems with brakes, and the Mercedes O325 supply wasn't long. That's why they tried to make the alternative, "cutting" the old Ikaruses-280 during the capital repair.
