At the time the photo was taken, route 21 indeed ran between Unterrath Eckenerstraße and Stoffeln Christophstraße (although this tram seems to be headed for Derendorf depot). Eckenerstrasse was the name of the stop, but it appears to have been located on Unterrather Straße, just east of Eckenerstrasse. The line continued to Unterrath railway station and was used by route 7 (which still runs there today as 707). The Eckenerstraße terminus was replaced by an additional turning loop (a little bit further down Unterrather Straße, but not to be confused with the terminus at Unterrath station) just four months after this picture was taken. This loop remained until 1979, when all trams were extended to Unterrath station after a loop had replaced the triangle there.

We have a saying in German to the effect that there's no need to know everything, you just need to know where to look it up... In this case, a combination of a history of Duesseldorf tram routes I happened to have on my computer, the excellent Tramtrack website (www.tramtracks.de) and Google Maps.
We also have an English saying - "bullshit baffles brains" !!!
