Well, the old system could have been continued in Belgrade with BH, BK, BL, or any other combination. In Poland some of the cities have their first letter on the plate (W-Warszawa, K-Krakow etc.) but the others get a random letter (e.g. E = Lodz as L was taken already by Lublin). Having 2 letters in the front gives 625 combinations, assuming we use an alphabet with 25 letters. Combined with 6 digits that makes a total of 625 million of possible plates, quite a lot for a 10-million country. So I think that reducing the number of digits was a good decision - now the numbers are better visible, and there is more space on the plate for the future European Union star But using the local letters is strange, yeah. As far as I know only Germany does it with their umlauts.
